Kan. woman admits defrauding $50K worth of SNAP benefits

TOPEKA –  Law enforcement authorities are investigating a Kansas woman for fraud in the food stamp assistance or Supplemental Nutrition Assistance Program (SNAP).

On August 24, The  Kansas Department for Children and Families’ (DCF) Anti-Fraud Unit’s work paid off. Stephanie Hessling of Clay County, pleaded guilty to defrauding the State of more than $50,000 worth of  SNAP program benefits.

DCF Special Investigator Laura Lindsey led the investigation on the Hessling’s case. As a special investigator, some of her duties include speaking to employers, neighbors, co-workers or anyone else with knowledge of the accused person. She also examines documents, such as bank records and wages. Lindsey says working fraud cases is gratifying, especially when it leads to a conviction.

“There is only so much money available for government-funded programs, such as food and cash assistance,” said Lindsey. “Assuring that these resources are in fact given to Kansans in need, versus those who are misrepresenting their situations for personal gain, is very important to me.”

In State Fiscal Year (SFY) 2017, the Anti-Fraud Unit obtained more than 249 fraud judgments in the SNAP program. These DCF fraud findings resulted in more than $1.4 million in judgments. Additionally, in Federal Fiscal Year (FFY) 2014, Kansas ranked second in the nation in the number of SNAP judgments obtained. Then again in FFY 2015, Kansas ranked third nationwide in the number of SNAP judgments. FFY 2016 and FFY 2017 rankings are not currently available.

“Protecting the integrity of our public assistance programs is a priority for this Administration, and I am proud of the diligent efforts of our Anti-Fraud Unit,” said DCF Secretary Phyllis Gilmore. “I especially want to commend Special Investigator Laura Lindsey for her efforts to end this specific crime in Clay County.”

In July, the Anti-Fraud Unit strengthened its efforts to combat welfare benefits by offering an online submission form to report suspected incidents of fraud. Those who suspect benefits fraud are encouraged to fill out the “Fraud Report Form” online at www.dcf.ks.gov. You can also call 800-432-3913. Those who report fraud may remain anonymous.

Commissioners approve carryover budgets

20th Judicial District Juvenile Services is required by the Department of Corrections to budget any carryover funds from the previous year into the next years budget. As a continuation of that process, Director Marissa Woodmansee requested approval from Barton County Commissioners Monday for the 2018 carry over budget that included $47,442.61.

The amount of carry over funds was a larger amount than normal and Barton County Commission Chair Jennifer Schartz wanted to understand why.

The board approved the carryover funds and did the same thing for Central Kansas Community Corrections in the amount of $68,771.62.

These budgets require the review and approval of the Barton County Commission as the administrative county for the 20th Judicial District.

Kansas woman admits embezzlement of $200K from bank

WICHITA — A Kansas woman pleaded guilty Tuesday to a federal charge of embezzling more than $213,000 from the bank where she worked, according to U.S. Attorney Tom Beall.

Debra J. Nading, 59, Oswego, Kan., pleaded guilty to one count of theft by a bank employee. In her plea, she admitted the crime occurred while she worked as an assistant cashier and bookkeeping supervisor for the Labette Bank in Parsons, Kan.

She used her access to the bank’s credit card accounts to make false entries to cover up the theft.

Suspect charged in 2 deaths on Kansas City area walking, biking trails

KANSAS CITY  (AP) — Jackson County officials charged a 22-year-old man in the shooting deaths of two men and say he is suspected in three other killings along south Kansas City trails.

Fredrick Demond Scott was charged Tuesday with two counts of first-degree murder and two counts of armed criminal action in the deaths of 57-year-old Steven Gibbons and 54-year-old John Palmer. Prosecutors said DNA evidence connected him to the victims.

Gibbons was shot and killed August. Prosecutors say police found surveillance video showing Scott follow Gibbons off a Kansas City trail. Palmer was found dead Aug. 19, 2016 in a wooded area near the Indian Creek Trail.

Jackson County Prosecutor Jean Peters Baker said Scott is also a suspect in three other killings along the Indian Creek and Blue River trail systems.

Big 12 Sports Update

UNDATED (AP) – No. 22 West Virginia opens its sixth Big 12 season with the renewal of a border rivalry. The Mountaineers’ opener against No. 21 Virginia Tech highlights the weekend for the Big 12. The two teams haven’t played since 2005. Ten-time Big 12 champion Oklahoma makes its debut under coach Lincoln Riley as a big favorite against UTEP. It will be the Sooners’ first game since 1998 without Bob Stoops.

STILLWATER, Okla. (AP) – Oklahoma State believes quarterback Mason Rudolph has a shot at the Heisman Trophy. He can make an early impression when the tenth-ranked Cowboys host Tulsa. Rudolph passed for 314 yards and three touchdowns in an Alamo Bowl win over Colorado last season. He chose to return for his senior season and fueled talk about Oklahoma State seeking Big 12 and national titles.

WACO, Texas (AP) – Baylor coach Matt Rhule has suspended two expected starters for incidents over the summer. Rhule says senior safety Taion Sells will miss the first three games, and senior left tackle Mo Porter will sit out the first half of Saturday’s season opener at home against Liberty. Defensive back Travon Blanchard, who had been suspended from all Baylor team activities since February, has transferred to Division II Texas A&M Commerce.

LAWRENCE, Kan. (AP) – Kansas will be without one of its prized recruits after junior college running back Octavius Matthews was found to have a career-ending heart condition. Tight end Kenyon Tabor, offensive lineman Cam Durley and running back Denzell Evans will also miss the season because of injuries.

COLLEGE PARK, Md. (AP) – There were several reasons why Tyrrell Pigrome won the starting quarterback job at Maryland, not the least of which are his experience, running ability and leadership skills. Coach DJ Durkin took all that under consideration, then decided that the 5-foot-11 sophomore should be the one to quide the offense against No. 23 Texas in the season opener. The game launches Durkin’s second season with the Terrapins.

HAMILTON, Ontario (AP) – The Canadian Football League and Hamilton Tiger-Cats say former Baylor coach Art Briles will not be joining the team as an assistant coach after all. The change comes less than 12 hours after the Tiger-Cats announced that Briles would be joining head coach June Jones’ staff. The league and team responded to public backlash toward Briles, who left Baylor amid a sexual assault scandal.

Royals end scoreless drought at 45 innings, beat Rays 6-2

KANSAS CITY, Mo. (AP) – Whit Merrifield, Jorge Bonifacio and Eric Hosmer homered as the Kansas City Royals snapped a 45-inning scoreless streak on the way to a 6-2 victory over the Tampa Bay Rays on Tuesday night.

Merrifield’s 16th home run with two outs in the third ended the Royals’ drought, three innings shy of the major league record. The 1906 Philadelphia Athletics and 1968 Chicago Cubs share the mark with 48 scoreless innings.

Hosmer’s three-run homer, his 22nd, in the seventh off left-hander Dan Jennings gave the Royals a cushion.

Bonifacio homered with two outs in the sixth off Alex Cobb (9-9).

Cobb gave up a run on three singles and three wild pitches in the fourth. Hosmer scored on Mike Moustakas’ single, but the Royals stranded runners at second and third.

Barton County applying for Emergency Management Performance Grant

Barton County Emergency Management is once again applying for a state grant from the Kansas Division of Emergency Management. Barton County Commissioners Monday approved the grant application after a presentation from Barton County Emergency Risk Manager Amy Miller.

In addition the funds can be used to develop and maintain emergency planning exercises throughout the year. Miller says the purpose of the program is to ensure that a comprehensive emergency management system exists for disasters or emergencies resulting from natural disasters, technological, or man-caused events.

Counties are encouraged to participate in the EMPG program. As an EMPG county, it will increase the county’s level of awareness and preparedness. The program reimburses up to 50% of the administrative cost for the programs.

Kansas animal group helping rescue pets from storm in Texas

SEDGWICK COUNTY — Beauties and Beasts, Inc., a state-licensed 501c3 volunteer animal rescue group located in Wichita is leaving for Houston Friday to deliver supplies and bring animals home from the overflowing shelters in the Texas flood, according to the firm’s social media page.

The organization reported they need many foster families for animals. Boarding dogs need to be relocated to make room for the intake and distribution of incoming Harvey dogs. Harvey Dogs and cats will need placement with approved fosters on arrival.

Rescues or Shelters that can intake some of the incoming animals and help make room for more.
