Eileen A. Ehler

GREAT BEND — Eileen A. Ehler, 97, died Sept. 27, 2017, at her daughter’s home in Wichita. She was born April 16, 1920, at Lorraine, the daughter of Ernst and Meta M. (Stoltenberg) Stratmann. She married Lloyd Earl Ehler Nov 5, 1941, at Ellinwood.  He died April 18, 1999. A Great Bend resident since 1957, coming from Holyrood, Mrs. Ehler was assistant manager for Sherwin-Williams, retiring in 1982.

She was a member of Trinity Lutheran Church, Great Bend.

Survivors include one son, Gary Ehler and his wife Arlinda of Amarillo, Texas; one daughter, Nancy Schmidt and her husband Irvin of Wichita; one brother, Bruce Stratmann and his wife Dorothy of Worland, Wyo.; four grandchildren, David Schmidt and his wife Joyce of Haysville, Lori Schmidt of Wichita, Michelina Ehler of Henderson, Colo., and Micah Ehler and his wife Sara of Hoisington; two great-granddaughters, Chandra Ehler and Micayla Ehler; two step-great-Grandchildren, Amanda Bailey and her husband John, and Timmy Reicher and his wife Laurell; and two step-great-great-grandchildren, Billy Landers and Savannah Bailey. She was preceded in death by two sisters, Shirley Johnson and Alice Stratmann; and one brother-in-law, Bobby Johnson.

Funeral services will be at 1:30 p.m., Monday, Oct. 2, 2017, at Bryant Funeral Home with the Rev. Barbara Jones officiating. Burial will be in St. Peter Lutheran Church Cemetery, Holyrood. Friends may call from 2-9 p.m., with the family receiving friends from 6-8 p.m., Sunday, Oct. 1, 2017, at Bryant Funeral Home. Memorials have been established with St. Peter Lutheran Church Cemetery Fund, in care of Bryant Funeral Home.

Kansas game warden frees buck deer from hammock

POTTAWATOMIE COUNTY — A Kansas Game Warden helped a young buck caught in a hammock in Pottawatomie County this week.

The job of a game warden involves a variety of responsibilities. According to this warden it was “just another day at the office” as he helped get this animal safely back in the woods where he belongs.

Monday, October 2, 2017 – 9:00 a.m. until Close

I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider Minutes of the September 25, 2017, Regular Meeting.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. APPROVAL OF APPROPRIATIONS:
-An Accounts Payable Register will be submitted to the Commission for the period of September 18, 2017, and ending October 2, 2017.

III. OLD BUSINESS – Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.

IV. NEW BUSINESS – All new business to be considered by the Commission will be heard at this time.

A. PROCLAMATION 2017-12: Domestic Violence Awareness Month, October, 2017:
-Given the number of victims touched by domestic violence, the importance of working with survivors and the need to hold perpetrators accountable, the Commission will be asked by Joanne Wondra, Executive Director, Family Crisis Center, to recognize October, 2017, as Domestic Violence Awareness Month.

B. CENTRAL KANSAS COMMUNITY CORRECTIONS: Fiscal Year 2017 Year End Outcomes:
-The Kansas Community Corrections Act provides grants to Kansas Counties to develop and maintain a range of programs for adult offenders assigned to Community Corrections agencies. A Comprehensive Plan (grant application) was submitted that set the goals for FY2017. The Year End Outcomes then sets out the results at the close of the year and requires the review and approval of the Barton County Commissioners, as the Administrative County for the District to which the plan pertains. Amy Boxberger, CKCC Director, will present details.

C. COMMUNICATIONS: Nex-Tech Wireless – Addendum to Site Lease Agreement:
-In July, 2016, Barton County entered into a Site Lease Agreement with Nex-Tech Wireless. Under the original agreement, Nex-Tech is allowed to install antennas, grid dishes, remote radio units and other related equipment on a tower owned by Barton County near Susank. This proposed addendum extends the term to ten years, with options for renewal, and addresses non-functionality due to a catastrophic event or maintenance issues. Dena Popp, 911 Director, will provide details.

D. KANSAS LEGISLATIVE POLICY GROUP: Annual Meeting Report:
-The Kansas Legislative Policy Group (KLPG) is a bi-partisan coalition of western Kansas counties with the common interest in the preservation of the counties tax base and retention of local control. The KLPG held its annual meeting the last week in September. Commissioner Alicia Straub will report.

E. TREASURER’S OFFICE: Long-Term Storage Options:
-The Treasurer’s Office currently rents a storage unit to archive documents and to hold surplus equipment. Cost estimates were obtained to purchase a 40’ X 8’ X 8’ shipping container to replace the rental of the storage unit. Pricing was obtained from Stone Waste and Chuck Henry Sales. The lowest cost was provided by Chuck Henry Sales for a used container. The $2,332.50 bid includes delivery. If approved, the container will be placed at the Landfill. Phil Hathcock, Operations Director, will discuss details.

F. COUNTY SERVICES: Informational Update:
-Mr. Hathcock will provide the informational report of work completed during the last period. The report, which will be made available to the media, will serve as a public reminder of the services provided by the County on a regular basis.

V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

A. ANNOUNCEMENTS: -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

-Phil Hathcock, Operations Director, and Donna Zimmerman, County Clerk, will meet with HMN Architects on Tuesday, October 3, 2017, at 11:30 a.m. in the Commission Chambers. It is anticipated that County officials may attend.

-The annual Tax Sale will be held on Tuesday, October 10, 2017, at 10:00 a.m., in the Conference Room of the Barton County Courthouse.

B. APPOINTMENTS:

Negotiations For New Kansas Prison Taking Place In Private

The Kansas Department of Corrections is considering bids from companies to build a new prison at Lansing.

Kansas corrections officials hope to have a contract signed before the end of the year to build a new state prison in Lansing. The negotiations over that prison contract have been taking place behind closed doors.

Several companies have submitted bids for the construction project. Mike Gaito of the Kansas Department of Corrections said Wednesday that the private negotiations, rather than open bidding, will mean a better plan.

“The theory is that you get a project that’s best for the state, not necessarily one that’s low bid,” he said during a legislative committee meeting at the Statehouse. “You evaluate it on what’s best for the state.”

State Sen. Marci Francisco, a Lawrence Democrat, has concerns about transparency and the speed of the process. She wants more oversight from lawmakers.

“This is a major step,” she said. “Because of the timing, I’d like to see the Legislature back in session when the final decisions are made.”

Corrections officials are considering whether to have a private contractor build the prison and lease it back to the state. A panel of lawmakers would have to approve the plan.

Some lawmakers have expressed concern that the department’s effort to clear the way for the demolition of a medium-security facility at Lansing has led to the “haphazard” movement of inmates throughout the system and recent unrest at prisons across the state.

“I’m convinced that it’s been the unplanned, rapid rotation of inmates from one facility to another that has created this chaos that we’re having in our correctional system right now,” state Sen. Laura Kelly, a Topeka Democrat, said earlier this month.

Prisoners at a Norton facility rioted earlier this month, and several disturbances were reported this summer at the El Dorado facility.

Amid concerns about prison staffing shortages, Gov. Sam Brownback in August announced pay increases for corrections officers.

Kennedy wins home game as Royals top Arizona 2-1

KANSAS CITY, Mo. (AP) – Ian Kennedy picked up his first home victory in more than a year as the Kansas City Royals defeated the Arizona Diamondbacks 2-1 on Friday night.

Kennedy (5-13) snapped a franchise record of 18 winless home starts, holding the postseason bound Diamondbacks to one run and four hits over five innings, while striking out seven. It was his first Kauffman Stadium victory since Aug. 20, 2016. He was 0-9 with a 6.13 ERA in the skid.

Jake Lamb hit his 30th home run in the second inning for the only run Kennedy would allow.

Zack Greinke (17-7) was charged with the loss in his final tune-up before starting the wildcard game Wednesday in Phoenix against either Colorado or Milwaukee.

Wanted Kansas man jailed after chase during I-70 tanker crash

SALINE COUNTY — While deputies were working a rollover accident that shut down portions of Interstate70 for about five hours on Thursday, a wanted man narrowly missed hitting ohttps://managewp.com/wp-admin/#add_postsne of the deputies on the scene, according to Saline County Sheriff Roger Soldan.

Just after 9p.m., a 1996 Lexus driven by Jerry Hassler, 31, Salina, was westbound on Interstate 70 when he swerved around the patrol vehicle blocking the road near an overturned tanker carrying anhydrous ammonia, according to Soldan

Hassler then drove into the median and back off of the interstate. Deputies pursued Hassler to Diamond Drive where he ditched the vehicle. Ten minute later a deputy saw Hassler walk into a fast-food restaurant near the interstate and they arrested him.

Hassler had an outstanding warrant from the Kansas Department of Corrections and a habitual violator who is no allowed to drive, according to Soldan.
Deputies booked Hassler into the Saline County Jail for reckless driving, failing to obey a lawful order, driving while a habitual violator and improper crossing on a laned roadway.
He has previous convictions for theft and drugs in McPherson and Saline County.
