Tuesday Barton County Commission Meeting Agenda

BOARD OF BARTON COUNTY COMMISSIONERS Agenda Meeting, Tuesday, February 20, 2018 – 9:00 a.m. until Close

I. OPENING BUSINESS:
A. Call Meeting to Order.
B. Recitation of the Pledge of Allegiance.
C. Consider Approval of the Agenda.
D. Consider Minutes of the February 12, 2018, Regular Meeting.
E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.
F. Cell phones and other electronic devices, other than those used by the media and law enforcement, should be shut off.

II. APPROVAL OF APPROPRIATIONS:
-An Accounts Payable Register will be submitted to the Commission for the period of February 5, 2018, and ending February 20, 2018.

III. OLD BUSINESS – Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.
-There is no Old Business at this time.

IV. NEW BUSINESS – All new business to be considered by the Commission will be heard at this time.

A. RESOLUTION 2018-05: Establishing Commission Districts for Barton County, Kansas, and Rescinding Resolution 2015-05, Same, Adopted January 26, 2015:
-At least once every three years, the Commission shall review districting to assure that each of the five is as compact and equal in population as possible. Donna Zimmerman, County Clerk, will provide details.

B. RESOLUTION 2018-06: Resolution Transferring and Carrying Over 2017 Unexpended Funds to the Capital Improvement, Equipment Replacement and Health Funds:
-After accounting of all 2017 transactions, monies are suggested for transfer to the Capital Improvement and Equipment Replacement Funds. For 2018, it is suggested that some monies be transferred back to the Health Fund. Overall, these planned transfers are a regular part of budgeting. Matt Patzner, Finance Officer, and Ms. Zimmerman will present details.

C. INVENTORY OF COUNTY PROPERTY:
-Per KSA 19-2687, each County officer and head of a department shall make an inventory of the personal property owned by the County and located in such office or department. The inventory, which shall be taken during the month of December of each year, shall be filed with the County Clerk on or before December 31 of each year. The inventory shall not include books, records, files, stationery, writing materials and blank legal papers. The information will be presented to the Commission during February of each year. Per Resolution 2005-22, the mandated duties have been assigned to the Information Technology Department. John Debes, Director, and Chris Saenz, Equipment Technician, will provide details.

D. COUNTY APPRAISER’S OFFICE: “Who Are Appraisers?”
-Barb Esfeld, County Appraiser, will present a video on the job of an Appraiser.

V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

A. ANNOUNCEMENTS: -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

Environmentalists Duel With Drillers Over Kan. Earthquake Legislation

Zack Pistora of the Kansas Sierra Club was worried about the number of earthquakes in the state and wanted to do something about it.

Saltwater injection wells, like this one in southeast Kansas, are the focus of proposed legislation aimed at reducing the earthquakes linked to them. The industry says targeted regulations in specific counties already address the issue.

“Those earthquakes can cause damage to people’s homes, businesses, public buildings,” he said. “Right now there’s no recourse for those Kansans who get affected.”

So Pistora and a few others brought the issue to legislators. The result is several bills aimed at putting stricter regulations on the wells oil and gas producers use to inject wastewater back into the ground. The slate of bills makes changes to the public notice requirements for new wells and would create a fund to help pay for damage caused by the earthquakes tied to drilling.

“If we still have earthquakes caused by the industry,” Pistora said, “ the industry should be accountable for that.”

One of the bills would also put a statewide cap on the amount of wastewater that can be injected into the ground each day. On Thursday, that bill, HB2641, received a hearing before the House Water and Environment Committee.

Kansas regulators told legislators that a statewide cap isn’t necessary. They say the only injection wells linked directly to earthquakes are in Harper and Sumner counties, which already have caps in place.

Ryan Hoffman, director of the Kansas Corporation Commission Conservation Division, said scores of wells that would be impacted scattered across the state show no connection to increased earthquakes.

That’s why, the industry says, a statewide cap would hurt oil production without reducing earthquakes.

“All these bills are based on misleading and inaccurate data,” Ed Cross, the president of the Kansas Independent Oil and Gas Association, “that provide very little benefit but are an attempt to advance a political agenda.”

Meanwhile, Pistora says he hopes the bills will start a productive conversation, even if they don’t all get hearings this year.

Police: Suspects forced Kan. clerk to the ground, escaped with cash

SHAWNEE COUNTY— Law enforcement authorities are investigating an armed robbery and have released security camera images.

Just after 1a.m. Friday, police responded Dimple Donuts, 4201 SW 21 Street in Topeka in reference a robbery to the business, according to Lt. Andrew Beightel.

A clerk told police that 4 unknown age, race men wearing all dark clothing entered the business. One of the suspects was armed with a handgun and ordered the clerk to the ground. The four suspects took money from the business and fled south out of the business, possibly to a awaiting vehicle. There were no injuries reported.

There have been no arrests made. Anyone with information on the suspects is asked to call Topeka Police.

K-State defensive coordinator retires amid staff shakeup

MANHATTAN, Kan. (AP) – Kansas State defensive coordinator Tom Hayes is retiring after more than four decades in coaching, including stints with nine different Division I schools and two NFL franchises.

Wildcats coach Bill Snyder announced Hayes’ decision in a statement Friday.

Hayes will remain on staff as a quality control assistant through the end of his current contract, which expires at the end of April. He has spent the past six seasons as defensive coordinator.

Snyder also announced that linebackers coach Blake Seiler, who played for the Wildcats before getting into coaching, would assume the defensive coordinator job. He will share those duties with Brian Norwood, who was hired away from Tulsa as co-defensive coordinator in charge of the secondary.

Norwood, who played at Hawaii, has previously coached at Texas Tech and Baylor.

Marmies acquires Dove Chevrolet Buick Cadillac Dealership

Late last year, the owners of Marmie Ford and Marmie Motors in Great Bend, Kansas had the opportunity to expand their enterprise by purchasing the Doonan GMC Dealership. And now, two months later, the family-owned business is excited to announce the acquisition of Dove Chevrolet Buick Cadillac as well.

“It has been a whirlwind of a year, but with two great opportunities to expand our business and keep these companies and dollars local, we just couldn’t pass them up,” says Desa Marmie Behr, third generation in the automobile business. “When we were approached by Kenny and then by Rob about purchasing their dealerships, from a business perspective it just made sense.”

“Both of these companies had exceptional reputations for customer service and we didn’t want to see the jobs and the management go to an out-of-town company that may not always keep this community’s best interests at heart. We believe strongly in Great Bend, and are willing and proud to invest in its future. We are looking forward to welcoming all of their employees into our team, and will embrace their talents and experience.”

The Marmie family’s legacy in the auto industry started when Eustace Marmie first opened his car dealership in 1961. His sons, Jerry and David, have operated the business for several decades, and now Dave’s daughter Desa and her husband Shawn Behr along with CFO Jason Mayers are picking up the reigns and bringing new opportunities to their customers.

“We will focus on giving the consumer a straight forward, low pressure, and very transparent buying experience. We hope to expand on the current inventory levels, and have a great selection of varying options and price ranges,” says Shawn Behr, who will assume the General Manager responsibilities for the west location.

“We will work hard to earn the business of past and future customers alike, and will continue to prioritize service – before, during, and after the sale.”

Marmie Auto Group currently employs 100 people between full time and part time employees, and the addition of the Dove’s and GMC employees will bring over 20 new members to that team.

Employees of the newly acquired dealerships will enjoy better benefit programs and the security of working for a locally owned company that values their experience and their customer relationships. It is for this reason that Rob Dove was pleased to sell his family’s three generation business to the Marmies.

“I can remember a time in 1977 right after I started working for the dealership when my Dad, Dee Dove, came into my office and asked me what kind of business we were in. I said ‘the car business’ and he told me to go home and think about it,” Rob recalls. “The next day, he asked me the same question, and then explained that we are in the PEOPLE business. The same way that I have been groomed and trained in this industry, so have Desa and Shawn. We have always gotten along with the Marmies, and I am confident that they will do a great job taking care of our customers.”

Rob and his wife, Trisha, will be retiring at the end of March to spend more time with family and on hobbies they enjoy. Rob plans to spend time farming, fishing, woodworking, and making memories with their four grandchildren.

“Success in this business, especially in a rural setting, is impossible without customer satisfaction,” Dove says. “The Marmie team’s success is obvious, and it’s because they get it. I am thrilled that they are the ones buying our dealership.”

Marmie Auto Group is based at the intersection of 10th Street and Kansas Avenue in Great Bend, with an inventory of new, used, and program pre-owned certified Ford, Lincoln, Chrysler, Dodge, Ram, and Jeep vehicles to choose from.

The new Marmie Chevrolet Buick GMC Cadillac dealership will be located at 4217 W. 10th Street.
