Kansas Speedway officials seek help recovering stolen items

KANSAS CITY, Kan. (AP) — Kansas Speedway officials are seeking information on who stole two trucks, a paint trailer and various tools last week from the speedway in Kansas City, Kansas.

Speedway officials are offering a $10,000 reward for information that leads to an arrest in the case.

Speedway President Patrick Warren says in a written release that he would also like people to “keep their eyes open in case anyone attempts to sell any of these items and to contact the police immediately.”

The items, which were stolen on Jan. 30, are worth as much as $100,000.

One of the trucks was abandoned and recovered. One still missing is a red 2001 Ford F250 that had a Kansas Speedway logo on the door.

Kan. woman admits producing child porn while babysitting

WICHITA, KAN. – A Kansas woman pleaded guilty Friday to producing child pornography while she was babysitting a seven-year-old girl in her home, according to U.S. Attorney Stephen McAllister.

Stefanie Larsen, 46, Wichita, pleaded guilty to one count of production of child pornography.

In her plea, she admitted she allowed a man to produce a series of videos in which he masturbated in the presence of the sleeping child. When the child awoke and cried out, Larsen told her she had just had a bad dream. The man paid Larsen to let him make the videos.

Baylor pulls off 80-64 upset over No. 10 Kansas

WACO, Texas (AP) – Manu Lecomte scored eight straight points for Baylor after No. 10 and Big 12 co-leader Kansas had pulled within a basket, and the senior guard finished with 18 overall in the Bears’ 80-64 upset victory Saturday.

The Jayhawks (19-6, 8-4 Big 12) trailed 30-20 at halftime after having more turnovers (nine) than made field goals (seven) before the break. They were down by as many as 13 points after that but got within 58-56 with 7:14 left after consecutive jumpers by Lagerald Vick.

Lecomte then made a jumper for Baylor (15-10, 5-7) with 6:50 left. About a minute later he took a long 3-pointer, and was slowly stepping backward watching the shot go in the basket. He then added another from long range and the Bears maintained control.

Jo Lual-Acuil had 19 points to lead Baylor, which has won three straight after a four-game losing streak. Numi Omot scored 17 and Jake Lindsey 11. Mark Vital had 11 rebounds.

Devonte Graham had 14 of his 23 points after halftime for Kansas, while Malik Newman finished with 20.

BIG PICTURE

The last time Kansas has 20 or less points in a half was three years ago at Baylor, when the Jayhawks trailed 22-18 at the break. They came back to win that game 56-55. They made a big push for another comeback, but ran out of steam and quit making shots after cutting the gap to two points. They finished with their lowest-scoring game of the season.

Baylor ended an 11-game losing streak in the series against the Jayhawks, including a 70-67 loss in Lawrence on January 20. The Bears need to keep winning games to get back in position for an NCAA Tournament berth that looked like it might be slipping away when they lost six of seven to end January.

UP NEXT

Kansas is on the road again Tuesday night at Iowa State before consecutive home games against No. 19 West Virginia and No. 17 Oklahoma.

Baylor has a quick turnaround and a short trip, about 100 miles down I-35, to play at Texas on Monday night.

Firefighters: Man dies in Kansas house fire

WICHITA, Kan. (AP) — Emergency officials say one person has died in a house fire in north Wichita.

The fire was reported around 6:15 p.m. Friday. Firefighters say they saw no smoke or flames coming from the home when they arrived, but encountered thick smoke upon entering the house.

Fire Chief Tammy Snow says the victim was found on the floor and removed from the house. The man was not breathing and did not have a pulse when rescued and was pronounced dead at the scene shortly after 7 p.m.

Authorities had not released the victim’s name by midday Saturday.

House bill would dramatically change funding for Kan. Water Plan

TOPEKA, Kan. (AP) — A bill in the Kansas House would earmark $8 million in lottery proceeds to finance state water programs.

The bill would require that $8 million in appropriations to the State Water Plan be drawn entirely from the Economic Development Initiatives Fund, which uses lottery revenue. Currently, state law requires that $6 million in general fund revenue and $2 million from the economic initiatives fund go to the water plan.

The Topeka Capital-Journal reports the new bill would take the entire $8 million from the EDIF.

The bill’s sponsor, Rep. Tom Sloan, a Lawrence Democrat, says it would require that $3 million be used by Kansas Geological Survey, Kansas Biological Survey and Kansas State University for research on maintaining a reliable supply of quality water.

KANSAS CITY, Mo. (AP) – After their core hit free agency, the Royals are reporting to spring training this month with more questions than answers. Lorenzo Cain has signed elsewhere, but there is still hope that first baseman Eric Hosmer and perhaps third baseman Mike Moustakas will return. Otherwise, look for a lot of fresh faces at Kauffman Stadium this season.

COLUMBIA, Mo. (AP) – Missouri freshman Michael Porter Jr. is hopeful he’ll be cleared to return to practice from lower back surgery next week, providing a boost for a Tigers team aiming to reach the NCAA Tournament. The 6-foot-10 Porter, the top prep prospect in the country last season, played in only two minutes of the Tigers’ season-opening win over Iowa State before missing the rest of the season following surgery in November.

AMES, Iowa (AP) – Iowa State quarterback Kyle Kempt has been granted a sixth season of eligibility by the NCAA. The Cyclones announced the NCAA’s decision, saying the governing body granted Kempt an extension of eligibility after considering the totality of the circumstances surrounding his transfer from Oregon State and Hutchinson Community College in Kansas. Kempt, a former walk-on, became an unlikely starter for the Cyclones midway through last season after Jacob Park left the team.

AUSTIN, Texas (AP) – The announcement that Texas guard Andrew Jones was diagnosed with leukemia prompted concern and well wishes from across college basketball. Jones is now starting to offer glimpses of his recovery to say “thank you” for the emotional and financial support that has poured in while he undergoes treatment. Jones this week used social media to post a short video of himself shooting basketballs while wearing a surgical mask.

GANGNEUNG, South Korea (AP) – The Korean women’s hockey team, the first in Olympic history to combine players from North and South, has lost to Switzerland in its debut game, 8-0. The Koreans were outshot by the 2014 bronze medalists 52-8. But the poor showing didn’t stop the sellout crowd from cheering throughout much of the game. After the game, fans unfurled a large banner reading “We are one.”

PYEONGCHANG, South Korea (AP) – Germany’s Andreas Wellinger has won the gold medal in normal hill ski jumping, on a day of frigid temperatures and windy conditions. The 22-year-old nailed a jump of 113.5 meters to secure the gold with 259.3 points. Norwegians Johann Andre Forfang and Robert Johansson took silver and bronze.

WASHINGTON (AP) – The Washington Capitals have re-signed center Lars Eller to a $17.5 million, five-year contract extension. Eller will count $3.5 million against the salary cap through the 2022-23 season. The 28-year-old Dane has 11 goals and 17 assists for 28 points in 53 games this season, three points shy of his career high. In 576 NHL games with the St. Louis Blues, Montreal Canadiens and Capitals, Eller has 96 goals and 113 assists.

PYEONGCHANG, South Korea (AP) – Pyeongchang Olympic organizers are investigating a possible attack on their internet and Wi-Fi systems that took place about 45 minutes before the opening ceremony. Organizing committee spokeswoman Nancy Park says the defense ministry and a cybersecurity team are investigating the outage that occurred Friday night. She said there was “some issue with our internal system” but it didn’t affect the opening ceremony.

LAUSANNE, Switzerland (AP) – Former FIFA (FEE’-fuh) vice president Chung Mong-joon has won his appeal at the Court of Arbitration for Sport to be allowed to work again in soccer. The court says any violations were committed to “a far lesser degree” than FIFA’s ethics committee had judged. It reduced the South Korean official’s five-year sanction for “improper lobbying” during the 2022 World Cup bidding process, and not fully cooperating in a subsequent investigation of all candidates, to 15 months.

KHP: Kansas man hospitalized after car hits tree, splits in half

SHAWNEE COUNTY — A Kansas man was injured in an accident just after 12:30 a.m. Saturday in Shawnee County.

The Kansas Highway Patrol reported a 2004 Honda Accord driven by Christopher B. Gallegos, 21, Topeka, was northbound on SW Medford Avenue at 15th Street in Topeka.

The vehicle left the roadway, struck a tree and split in half. The front section of the Honda struck a legally parked and unoccupied 1997 Subaru Legacy.

Gallegos was transported to Stormont Vail. He was properly restrained at the time of the accident, according to the KHP.

I. OPENING BUSINESS:
A. Call Meeting to Order.

E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.

A. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes:
-Donna Zimmerman, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.

B. APPRAISER’S OFFICE: Bulk Mailing – Valuation Notices:
-After reviewing options, the Appraiser’s Office has determined that using Mail Services, LLC to create valuation notices, mailing labels and envelopes is the most effective method for printing and mailing. Barbara Esfeld, County Appraiser, will provide details on this item.

C. COUNTY ENGINEER: Federal-Aid Fund Exchange Master Agreement –
Supplemental Agreement No. 1:
-The County Commission approved the Federal-Aid Fund Exchange Master
Agreement on April 25, 2016. The agreement allows the exchange of the
County’s annual allotment of Federal road and bridge funds for State funds.
Beginning in the current federal fiscal year, the Kansas Department of
Transportation (KDOT) will no longer allow for banked funds and the exchange
rate will be reviewed and established annually. KDOT is asking the County to
approve the Supplemental Agreement which details the revisions. Barry
McManaman, County Engineer, will provide details.

D. UPDATE OF THE 2018 AUTHORIZED POSITIONS LISTING:
-The 2018 Schedule of Authorized Positions was adopted on July 31, 2017. This
was done in concert with the adoption of the 2018 Operating Budget. Since
that time, it is suggested that a Motor Vehicle Clerk be added to the Treasurer’s
Office; that Facilities be moved under Operations; and a position be added to
Solid Waste. Matt Patzner, Finance Officer, will detail the budget impact of the
proposed changes.

E. BARTON COUNTY OFFICE BUILDING: Repair of Damage:
-The Barton County Office Building, 12th and Kansas, Great Bend, Kansas, was
flooded in 2017 after a pipe burst. Following that event, several repairs have
been made. This includes the installation of new sheet vinyl in two bathrooms by
Kern Floor Service at a cost of $2,036.00. This work will be reimbursed by the
County’s insurance company. While Kern was working in the building, vinyl was
replaced in three additional bathrooms. This work also totals $2,036.00. It is
suggested that the entire payment come from the Finance General Account of
the General Fund, with the appropriate portion of the bill being submitted to the
insurance company. Phil Hathcock, Operations Director, will provide details.

IV. ENDING BUSINESS – After new items are heard by the Commission, the following
items, including announcements, will be heard.

A. ANNOUNCEMENTS:
-Following the close of the Agenda Meeting, the Commission will consider the
authorization of personnel changes for classified positions, sign any
documentation approved during the agenda meeting or sign any other
documentation required for regular County business. Similar action may take
place throughout the day.
-County officials may attend the Great Bend Chamber Banquet on Saturday,
February 17, 2018. The event, held at the Great Bend Events Center, 3017 W
10th, Great Bend, Kansas, begins with a 6:00 p.m. social, followed by a dinner
and program.
-Barton County Office Buildings will be closed Monday, February 19, 2018, in
observance of Presidents Day. The Records Division of the Sheriff’s Office and
the Health Department will also be closed. The Landfill will close at 11:00 a.m.
that day. Emergency services will be in normal operation.

B. APPOINTMENTS:
