Conditions favorable for bountiful fall harvest

The latest USDA Crop Condition Report for Kansas shows that fall crops are doing well heading into the fall harvest season. Corn conditions in the state rated 8-percent excellent, 36 good, 28 fair, 17 poor and 11-percent very poor. Locally, Great Bend COOP Seed Manager Jeff Mauler says the crop remains in pretty good shape.

The USDA report also indicated that 36-percent of the crop was mature, ahead of the 28-percent a year ago and the 21-percent average with just 6-percent of the crop harvested. Mauler expects that to change once things dry out.

Soybean condition rated 4-percent very poor, 11 poor, 36 fair, 41 good, and 8 excellent while Sorghum condition rated 2 percent very poor, 6 poor, 26 fair, 52 good, and 14-percent excellent.

Police catch Kan. burglary suspect on homeowners’s porch

SHAWNEE COUNTY — Law enforcement authorities are investigating a suspect in connection with two burglaries.

Just after 1:30 a.m. Wednesday, officers responded to a residence in the 1600 block of SW Webster in Topeka on a report of a burglary in progress, according to Lt. Ron Ekis.

The resident had heard a commotion inside of the home and called 911.

Responding officers found signs that the home appeared to have been forcibly entered. While officers were on scene investigating, another resident about a block away in the 1500 block of SW Collins called dispatch reporting a man on his porch.

Officers  responded to the 1500 block of SW Collins and located a man in the front yard who they suspected burglarized the previous address on Webster.

Police arrested Japheth Demetrius Tomlinson, 21, and booked him into the Shawnee County Department of Corrections for aggravated burglary and criminal damage to property, according to Ekis.

Split council approves increased paid holidays and vacation days for city employees

The City of Great Bend dropped over $31,000 to have a firm from Kansas City conduct a compensation study on all city employees. The study found that there were employees, mostly firefighters, which needed their salary increased to meet the market minimum. The Great Bend City Council approved a motion to improve compensation issues starting January 1, 2019.

The study also showed Great Bend was behind other comparable-sized cities for vacation days and paid holidays. Human Resources Director Randy Keasling recommended the City Council pass increases to both vacation days and holiday days for city employees.

Councilmember Jolene Biggs was against the motion, stating there are issues with underfunded or not funded at all projects within the capital improvement plan.

Keasling says in an effort to make the City of Great Bend a “destination employer,” there needs to be steps taken to improve benefits to attract and retain workers.

At the end of August, Great Bend’s turnover rate was 14 percent. The turnover rate for the entire year of 2017 was 13 percent. Currently, 27 percent of the City’s workforce has reached the City recognized retirement age of 55 or over. Receiving pushback from a split City Council, Keasling stated the increased benefits are a piece to the puzzle to recruit and keep millennial-aged workers that value a work / personal life balance.

The City Council voted 4-3 to approve the proposed vacation and holiday policies. (Dan Heath, Cory Urban, Joel Jackson, and Andrew Erb voted in favor of the increase. Biggs, Brock McPherson, and Vicki Berryman voted against the measure). It costs over $28,000 per day to fund the salaries for the more than 150 City employees.

City employees will now receive two additional paid holidays, taking their total from eight to 10. President’s Day and Christmas Eve were added. Barton County employees receive 11 paid holidays. The vacation accrual rate was also increased earlier in employees’ careers.

Pratt Co. flood victims eligible for free title, credential replacement

TOPEKA—Residents of Riley, Jewell, Kingman, Marshall, and Pratt counties affected by Monday’s flooding can get free replacement car titles and drivers licenses if those documents were lost or damaged in recent flooding, according to the Kansas Division of Vehicles director David Harper.

Applications for replacement titles and replacement registration receipts can be made at the county treasurer’s offices in each of the five counties.

Free replacements will be available for 30 days.

“Official documents are vital for the process of rebuilding after a natural disaster,” Director Harper said. “The Division of Vehicles is happy to assist the flood victims in obtaining free replacements.”

Governor Jeff Colyer, M.D., issued a state of disaster emergency for those five counties affected by weekend flooding.

Great Bend moves forward with no Public Works Director

When Charlie Suchy resigned as Great Bend Public Works Director in June, no timeline or procedure to find his replacement was announced. Now it appears that for the time being, the city will operate without a Public Works Director in place. According to Great Bend City Attorney Bob Suelter, City Administrator Kendal Francis will oversee the Public Works Department with assistance from a newly hired Assistant Public Works Director. Suelter says Francis has a background in public works, serving for nearly 20 years in Beloit with the city’s water and wastewater department.

That person will be Simon Wiley who began his duties as Assistant Public Works Director three weeks ago. Wiley came to Great Bend after serving in a supervisory position for the city of Greenwood, Arkansas. He also has 10 years experience with the Arkansas Department of Transportation. He also has an interest in water and drainage issue, something that he says is unique for Great Bend.

When Charlie Suchy retired in June, it ended 33 years of employment by the city. Suchy was appointed to the Director position in August of 2016 following the retirement of Don Craig.

Kansas woman jailed after attempt to steal police car

FINNEY COUNTY — Law enforcement authorities are investigating a suspect on felony allegations after a Labor Day arrest.

Just before 8a.m. Monday, police responded the 300 N 3rd Street in Garden City to check the welfare of a woman that was reportedly laying in the street, according to a media release.

Officers found Andrea Diaz, 37, Garden City, who was acting erratic and ignored verbal commands from the officer.

Diaz walked towards the officer’s patrol vehicle and attempted to take the marked police car by entering into the driver’s side area of the patrol vehicle while making comments that she was going to take the vehicle.

Officers successfully stopped Diaz from stealing the patrol vehicle. As officers attempted to arrest Diaz she resisted arrest causing minor injury to one of the officers. She was taken into custody after a brief struggle.

Diaz is being held in the Finney County Jail and could face the possible charges of: Felony Aggravated Assault of law enforcement officer, Felony Interference with Law enforcement officer, Felony Attempted Theft, Battery of a law enforcement officer and Criminal Trespass, according to the release.

SRCA Dragstrip pleading with Great Bend to establish maintenance fund

The SRCA Dragstrip was recently notified that because of rain in Earlville, Iowa, the National Hot Rod Association (NHRA) was looking to move a 2018 Lucas Oil Regional race to Great Bend. SRCA Board of Directors President Hank Denning accepted the offer and will add the event to the busy week of Great Bend Airfest, where there is already a Lucas Oil Points Race at the dragstrip.

That is the good news. The bad news is the dragstip is falling apart, and two high-profile events could put the track out of commission for a while.

The track was paved in 2000, and it was grounded and polished in 2012 because the SRCA did not have funds to repave the track at the time.

Denning says, like any street in town, the dragstrip has surpassed its lifespan and needs to be repaved. Since 2009, the SRCA has spent over $2.4 million in expenses at the facility.

Denning pleaded to the Great Bend City Council Tuesday night to establish a maintenance fund for the dragstrip and the rest of the Great Bend Expo Complex grounds. Denning suggested establishing fees for the different entities that use the facilities throughout the year.

The SRCA signed a new five-year contract in April to lease the track from the City with an annual fee of $10,000.

Denning called out the Kansas National Guard Armory that has a station near the Expo Complex. The Armory’s large vehicles have also caused damage to cement and asphalt. It was stated that the Armory pays $1 a year to lease the facility.

Denning says he received a quote from two companies two years ago that estimated the cost to repave just the track with concrete. The first company quoted $1.5 million and the second calculated the cost at $870,000.

City Administrator Kendal Francis said City staff will work with the SRCA to maintenance the track the best they can to get by for the races during the final week of the month. Going forward, Francis says administration will look into establishing a maintenance fund.

Police identify 2 Kansas women who died in crash

SEDGWICK COUNTY — Law enforcement authorities are investigating a fatal crash and have identified the victims.

Just after 2:30p.m. Tuesday, police responded to the accident at 31st Street South and Turnpike Drive in Wichita, according to officer Charley Davidson.

Investigators determined a 2003 Chevy Trail Blazer driven by a 38-year-old man was eastbound on 31st Street South and struck a Ford Fiesta driven by Uriel Salabao, 21, Wichita, that was turning left onto Turnpike Drive.

Salabao and a passenger Miyah Latney, 20, Wichita, both sustained critical injuries.  Salabao was transported to an area hospital where she died. Latney was pronounced dead at the scene. 

The driver of the Trail Blazer was transported to a local hospital with non-life-threatening injuries, according to Davidson.

This is the 18th fatality accident in Wichita in 2018.
