UPDATE: New information released about Kansas serial rapist

MANHATTAN -Authorities on Thursday released new information about a serial rapist who is believed to have attacked 13 women from 2000 to 2008 in the college towns of Manhattan and Lawrence.

In a media release, police reported that in March of 2009, then Kansas Attorney General Steve Six announced that multiple incidents of rape committed over the course of eight years in both Manhattan and Lawrence appeared to be connected. These incidents began in October of 2000 and ended in December of 2008, involved the victimization of women in Manhattan and Lawrence, and all of them were students at either Kansas State University or the University of Kansas.

Each incident involved a masked intruder entering the victim’s off-campus residence, mostly between the hours of 2:00 a.m. and 4:30 a.m. as the victim slept, and all but one coincided with a break in the academic calendar. The residences themselves varied from apartment complexes to duplexes to single dwellings. While the point of entry was frequently identified, the means by which the suspect made entry were sometimes unknown. Many of the survivors reported having locked their door(s), yet there were no signs of forced entry. There were also indications that the survivors were surveilled by the assailant prior the incident. In all but two cases, the victim was alone.

The assailant was typically described as a white male between 5’9” and 6’0”, with various descriptions of build and estimations of weight and age. We have no confirmed description of the assailant from anyone other than the survivors of these crimes. In most cases a handgun was displayed, with which the assailant threatened the survivors as a means to gain compliance. While the physical violence of the assaults was usually limited to the rape itself, these were all violent acts carried out by an assailant who did so in a cold, calm, calculated manner.

Even before the Attorney General’s announcement in 2009, The Riley County Police Department and the Lawrence Police Department worked closely together to determine if these cases were related, and our joint investigation ultimately established a number of similarities, and a lack of significant dissimilarities, existed between the incidents to conclude that they were likely committed by the same suspect. Nothing in our continued investigation since that time has suggested otherwise.

In the early morning hours on this date in 2015, an unknown assailant entered a residence in the 1400 block of Watson Place in Manhattan with the intent to commit a sexual assault against the female resident, a student attending Kansas State University. A lengthy investigation into the incident has led us to conclude that there is a high probability that the assailant is the same assailant from the previous cases. In 2015, he was described as a white male, approximately 5’10”, and heavier set, most noticeably around the stomach and thighs. The prominent stomach was a frequently mentioned characteristic from previous cases. As to age, we believe the assailant was at minimum 33 years old at the time of the 2015 incident based upon the dates of the previous incidents.

We are announcing this connection between the 2015 case and the previous cases for three reasons. First, given the nearly seven year gap between December of 2008 and July of 2015, we would like to know if there have been similar, unreported incidents during that time span. We cannot say enough about the courageous women who have already stepped forward to provide vital information about their assailant. If anyone feels they had an encounter with an individual matching this description, please know that we want to hear from you, and we want to provide help for you. Your information, even if it is several years old, may help bring justice to all the survivors.

Second, we are making this announcement to solicit information from other individuals who might be able to assist in identifying the assailant. To that end, we are supplying more details than previously released regarding the locations of these incidents.  We are hoping that anyone living in the area at the time of these earlier offenses may recall something that could be useful in our investigation. We are currently working on a number of leads, but are not in a position to discuss those leads because to do so might jeopardize the investigation and any potential future prosecution.  Major cases are frequently solved with information provided by citizens, thus we need your help to hasten the assailant’s identification and prevent additional assaults.

Finally, we are making this announcement to increase safety awareness among students of Kansas State University and the University of Kansas. We have provided in this release information about the assailant’s description, demeanor, and possible pre-assault actions; and we would like students, as well as the general public, to be mindful of this and to be watchful for anything or anyone that might seem out of place. Do not hesitate to alert the police in such instances. From our perspective, if in any circumstance you wonder whether you should call the police, the answer is yes.

To aid in focusing attention on these cases and assist in providing information to identify and apprehend a suspect, we have dedicated a website, www.kansascollegerapist.com, on which we’ve posted this release along with other important material and resources.  Anyone with information relevant to this investigation can visit the site to see the options for contacting us. In what is locally a rather unusual move, one which accentuates the community’s concern about these incidents; an anonymous local donor has provided $10,000 to the Riley County Police Department for use as reward money for information that leads to an arrest in these cases. This is in addition to the Crime Stoppers reward.

We also contacted Kansas Attorney General Derek Schmidt and Kansas Bureau of Investigation Director Kirk Thompson to brief them on the status of the investigation. Both continue to offer their support in our efforts to solve these cases. In addition, we contacted the administrations of both Kansas State University and the University of Kansas, as well as their respective police departments. We also re-issued an updated alert to law enforcement agencies nation-wide about this investigation in the event that other jurisdictions have experienced similar, unsolved cases. Finally, we want to the public to know that we have been working with the Kansas Bureau of Investigation, the FBI, and the US Marshal’s Service during the course of this investigation. Their valuable assistance has come in the form of evidence collection and evaluation, offender behavioral analysis, and investigative recommendations. We will continue to seek out organizations and individuals, law enforcement or otherwise, who could be of assistance in bringing these cases to successful resolutions.

MANHATTAN, Kan. (AP) — Authorities have new information about a serial rapist who is believed to have attacked 13 women from 2000 to 2008 in the college towns of Manhattan and Lawrence.

A news conference is planned for Thursday morning in Manhattan to discuss an ongoing investigation into the rapes that terrorized the Kansas State and University of Kansas campuses.

The Kansas attorney general’s office announced in 2009 that it was investigating the link between the attacks after the two communities sought help from the agency. Most of the attacks happened between 2 a.m. and 4:30 a.m. during school breaks. All were in off-campus housing where students commonly live.

Officials have said the suspect is usually armed and covers his face. He’s also believed to have conducted some sort of surveillance before the attacks.

Video shows Kansas deputy injured during traffic stop

RENO COUNTY — Law enforcement authorities face many dangers during traffic stops as demonstrated in a video on social media by the Reno County Sheriff’s Department.

According to the Facebook post, the incident is not common but very serious. A Reno County Deputy was injured during a traffic stop on a vehicle on K61 Highway in Western Reno County.

As he is speaking to the driver, another vehicle merges left to pass. A hubcap comes loose from the wheel and the center of the hubcap strikes the deputy in the ankle. The deputy was evaluated and was fortunate to only have some painful bruising.

Police report series of armed robberies over 8-hours in Topeka

SHAWNEE COUNTY – Law enforcement authorities are investigating a series of armed robberies.
Just before 3:30 p.m. Wednesday, police responded to a business at 4220 SW 21 Street in Topeka, according to a media release.

The victim told police a black male wearing a plaid shirt over a dark, hooded sweatshirt and red shoes robbed the store. The suspect left in a silver vehicle.

Just after 10p.m. Wednesday police responded to a robbery to a business at 3335 SW Gage in Topeka. The store employee told police a dark-skinned man wearing a dark hoodie, red ski mask and carrying a knife entered the business.

He demanded cash and fled on foot.

Just before 10:30p.m. Wednesday, police responded to SW 18th and SW Clay in Topeka after report of a robbery, according to a media release.

A victim told police an unknown black, male suspect wearing a hoodie and carrying a handgun approached him and demanded items from him. The suspect fled the area on foot. Police used a K9 team to search the area but did not locate the suspect.

Police reported no injuries during these robberies and the suspects remain at large.

Social media reacts to Trump’s nomination of Brownback for ambassador

TOPEKA – Members of the Kansas congressional delegation and many others used social media Wednesday evening to react to the news that President Donald Trump plans to nominate Governor Sam Brownback for an ambassadorship. Brownback also tweeted that religious freedom is “the first freedom”

Driver intentionally ran over Kan. woman; 7 charged with murder

PAOLA, Kan. (AP) — Prosecutors have charged seven people with felony murder after they say a woman was intentionally hit by a car in a drug-related death.

The Kansas City Star reports 23-year-old Heather Briggs, of Baldwin City, Kansas, died early Friday on a road 2 miles west of Paola.

Police found her body underneath the vehicle.

Prosecutors say Briggs was run over during a felony drug deal involving the distribution of methamphetamine.

The suspected driver, 21-year-old Nichole Razo, of Parker, was charged Tuesday with first-degree felony murder.

Six people — two from Paola and four from Osawatomie — were charged Wednesday with the same crime. They are each being held in Miami County on $1 million bond.

Police: Naked man found near Kansas shopping mall

SHAWNEE COUNTY – Law enforcement authorities are investigating a suspicious Wednesday evening incident.

Just before 8p.m. police responded to the intersection of 21st and Arvonia in Topeka near West Ridge Mall after report of a naked person in the street, according to a media release.

Police reported they found the person without clothes and unresponsive. He was transported to a local hospital. Police released no additional details.

Kansas man jailed for shooting neighbor’s house

SALINE COUNTY – Law enforcement authorities are investigating a suspect on new weapons charges.

Just before 5a.m. Wednesday, Salina Police were sent to the 400 block of South Connecticut Street after a man reported that his neighbor had shot his house with a shotgun.

Officers made contact with the neighbor 35-year-old James Nestler who told them that someone had shot through his bedroom window with a “silenced air pellet gun.”

Salina Police Capt. Paul Forrester said Nestler went to return fire with his 10-gauge black powder shotgun; he shot out his window, hitting the neighbor’s storm door on the north side of the residence.

Police arrested Nestler for criminal discharge of a firearm into an occupied building and criminal damage to property.

Damage to the door was estimated at $25. There were no reported injuries.

Nestler has a number of previous convictions on similar gun and criminal damage charges. He also has previous drug, theft, driving and child endangerment convictions.

Kan. woman faces child endangerment charge after alleged DUI crash

FINNEY COUNTY- Law enforcement authorities are investigating a Kansas woman for alleged DUI and child endangerment.

Just before 11a.m. Monday, police were dispatched to the intersection of Jenny and Summit Street in Garden City for a reported one car injury accident.

When the Officers arrived on the scene, they identified the driver of the accident as Tara Saunders, 28, Garden City. The investigation revealed that Saunders was westbound in the 1300 block of Jenny when her 1993 Chevrolet Tahoe struck a utility pole.

Her two sons who were seated in the back seat suffered minor injuries. Saunders was not injured in the accident. The boys were treated and released to the father.

Saunders exhibited signs of impairment. Police arrested for Driving Under the Influence possible charges of Endangerment of a Child.

The collision caused significant damage to the Tahoe that had to be towed from the scene. The damage to the utility pole was estimated at $5,000.

Trump to nominate Brownback as ambassador

TOPEKA, Kan. (AP) — The Latest on President Donald Trump’s plans to nominate Kansas Gov. Sam Brownback as ambassador at large for international religious freedom (all times local):

Kansas Gov. Sam Brownback’s office isn’t saying when he plans to leave office because President Donald Trump plans to nominate him to serve as ambassador-at-large for international religious freedom.

Brownback spokeswoman Melika Willoughby said the two-term Republican governor would hold a news conference on Thursday.

But Kansas Republican Party Chairman Kelly Arnold said Wednesday he would expect Brownback to resign as governor once he’s confirmed by the U.S. Senate. Arnold said that would likely be in the fall.

Brownback’s departure would elevate Lt. Gov. Jeff Colyer to governor.

The White House announced Wednesday that Trump’s would nominate Brownback.

President Donald Trump will nominate Kansas Gov. Sam Brownback to serve as ambassador-at-large for international religious freedom.

If confirmed by the Senate, he’ll run the State Department’s Office of International Religious Freedom.

Brownback is a former U.S. senator and representative. The White House says he worked on the issue of religious freedom while in Washington.

Officials in Kansas expect Brownback to step down when he’s confirmed, but his office would not immediately discuss future plans Wednesday evening.

Animal Planet to feature Kansas zoo, tiger to support conservation

SHAWNEE COUNTY-  Animal Planet will feature the Topeka zoo and tiger on a live stream Thursday morning as part the effort to support tiger conservation campaign’s effort to save the big cats, according to a social media report.

The Animal Planet channel is working with the Association of Zoos and Aquariums (AZA) on this effort in advance of Global Tiger Day on Saturday.  If you are not able to watch live, the video stream is available on the Animal Planet Facebook page.

They have featured a different zoo each day this week.  The broadcast begins at 10a.m. CDT.  The Topeka Zoo will match all donations to the amount raised during the broadcast.  Visit Animal Planet‘s Facebook page to watch Tigers live from earlier this week and Thursday’s broadcast from Kansas.
